Resumo

Apresentar a visão de profissionais da gestão pública municipal lotados nas áreas da saúde, da educação, da assistência social e do meio ambiente, sobre os procedimentos descarte, coleta, e destinação dados aos resíduos sólidos produzidos no município de Porto Nacional/TO.

Este estudo se faz relevantes devida a busca da gestão pública em tornar o ambiente mas sustentável para a população. Partimos do pressuposto de que, apesar de existir um Plano Municipal de Gerenciamento Integrado de Resíduos sólidos, este apresenta pouca ou nenhuma efetividade.

Tomando como assento teórico metodológico a teoria crítica trata-se de pesquisa de caráter quanti-qualitativo e procedimentos metodológicos desenvolvidos a partir de revisão de literatura; pesquisa de campo com aplicação de questionários semiestruturado, aplicados após parecer de aprovação do Comitê de Ética em Pesquisa; com perguntas abertas e fechadas, cujos dados foram analisados a partir dos conteúdos apresentados pelos sujeitos conforme orientação teórica de Bardin (2009). Participaram da pesquisa 16 servidores públicos municipais efetivos e/ou comissionados.

A pesquisa confirma a hipótese inicial acerca da fragilidade de penetração do PMGIRS, aponta para o tênue conhecimento dos gestores do lixo no município e indica a necessidade de buscar estratégias públicas para a eficácia, efetividade e eficiência dos serviços em busca de consolidação dos resultados esperados no município referentes a gestão de resíduos sólidos.

Contribuir com novas metodologias de avaliação de políticas públicas em Gestão de Resíduos no âmbito municipal.

A pesquisa confirma a hipótese inicial acerca da fragilidade de penetração do PMGIRS, aponta para o tênue conhecimento dos gestores do lixo no município e indica a necessidade de buscar estratégias públicas para a eficácia, efetividade e eficiência dos serviços em busca de consolidação dos resultados esperados no município referentes a gestão de resíduos sólidos. Ao final da pesquisa foi apresentado a Gestão Municipal uma proposta de conscientização da população quanto a gerenciamento de resíduos sólidos. A proposta constitui-se de uma série de 08 (oito) cartilhas sobre sustentabilidade ambiental, a serem distribuída para a população mensalmente.

This study is relevant due to the search of public management to make the environment more sustainable for the population. We assume that, although there is a Municipal Plan for Integrated Solid Waste Management, it has little or no effectiveness.

Taking the critical theory as a methodological theoretical seat, it deals with quanti-qualitative research and methodological procedures developed from literature review; field research using semi-structured questionnaires, applied after approval by the Research Ethics Committee; with open and closed questions, whose data were analyzed from the content presented by the subjects according to Bardin's theoretical guidance (2009). 16 effective and / or commissioned municipal civil servants participated in the research.
