Study goals
To conduct a comparative analysis between the Digital Economy and Society Index (DESI) and the Brazilian Strategy for Digital Transformation (E-Digital), identifying alignments, differences, and opportunities to improve Brazilian public policies aimed at fostering digital transformation.
Relevance / originality
This study is original in systematically comparing two internationally recognized digital transformation programs, providing insights to enhance Brazilian public policies and highlighting European practices that can inspire advancements within the national context.
Methodology / approach
The research is qualitative, documentary, and comparative, based on the analysis of official documents from DESI 2022 and E-Digital 2022–2026. It applies criteria of structure and organization, strategic and thematic direction, and goals and evaluation to identify convergences and divergences.
Main results
DESI features a standardized structure, clear indicators, and annual updates, enabling precise comparisons. E-Digital stands out for its strategic approach but lacks numerical goals and defined indicators, limiting objective evaluation. Opportunities for methodological alignment inspired by the European model are identified.
Theoretical / methodological contributions
The study expands understanding of evaluating digital public policies by proposing the application of methods and indicators inspired by DESI to the Brazilian context. It contributes to the academic debate on metrics, governance, and digital transformation strategies in the public sector.
