Resumo

Este relato técnico visa analisar a política de inovação de uma ICT pública, a fim de entender o funcionamento e a real implementação da política de inovação.

Procurou-se mecanismos para manutenção e melhoria da implementação da recente política de inovação do Instituto Federal do Rio Grande do Sul (IFRS), buscando torna-la mais eficiente e efetiva.

A metodologia utilizada foi o estudo de caso, com coleta de dados intermediada por meio de entrevistas semiestruturadas. Foram também coletados dados secundários, obtidos no Instituto Federal do Rio Grande do Sul (IFRS), e realizado uma revisão da literatura, viabilizando o estudo.

Apresenta-se um relato técnico que traz a análise dos dados levantados, identificando problemas e sugerindo soluções relevantes para a ICT estudada. Foi possível visualizar a forma de estruturação de uma ICT pública, assim como seus feitos para a sociedade.

O relato técnico utilizou conceitos de inovação, núcleo de inovação tecnológica e interação Empresa-Universidade, explorando dados primários e secundários obtidos na pesquisa, considerando possibilidades de práticas alternativas para um resultado útil em relação à política de inovação na ICT.

Foi possível verificar uma instituição em processo de melhoria, possuindo uma política de inovação em fase de implementação. Foram levantadas questões quanto à aproximação da sociedade com a instituição, seja por meio de parcerias ou fomento.

This technical report aims to analyze the innovation policy of a public ICT, in order to understand the functioning and the actual implementation of the innovation policy.

Mechanisms were sought to maintain and improve the implementation of the recent innovation policy of the Federal Institute of Rio Grande do Sul (IFRS), seeking to make it more efficient and effective.

The methodology used was the case study, with data collection intermediated through semi-structured interviews. Secondary data were also collected, obtained from the Federal Institute of Rio Grande do Sul (IFRS), and a literature review was carried out, enabling the study.

A technical report is presented that brings the analysis of the data collected, identifying problems and suggesting relevant solutions for the ICT studied. It was possible to visualize the form of structuring a public ICT, as well as its achievements for society.

The technical report used concepts of innovation, technological innovation nucleus and Company-University interaction, exploring primary and secondary data obtained in the research, considering possibilities of alternative practices for a useful result in relation to the innovation policy in the ICT.

It was possible to verify an institution in the process of improvement, having an innovation policy in the implementation phase. Questions were raised regarding the approximation of society with the institution, either through partnerships or promotion.
