Study goals
The public information and document management system tends to be bureaucratic and time-consuming. This work presents the workflow procedures in issuing the Technical Data Sheet in order to provide an optimized service to the public.
Relevance / originality
This is one of the only works in the literature that aims to demonstrate the internal procedures of a Public Secretariat in issuing a mandatory document, FT, for prospecting properties and carrying out works. Also, indicate improvements to public understanding.
Methodology / approach
All FT request procedures were verified, as well as collecting public data on SMUL processes through current legislation.
Main results
The main reason for rejecting FT requests is related to discrepancies in information. This shows the need to discuss the matter so that citizens and companies can avoid unnecessary expenses and delays in works.
Theoretical / methodological contributions
With the notes and suggestions presented in this work, it is remarkable the need for a manual or publication that shows what it is for, in accessible language, as well as the step by step of requesting it.
Social / management contributions
This work proved to be of great relevance for the availability of knowledge, especially for the common citizen and newly graduated engineers, as it is a subject little discussed during the academic training period.
