Resumo

Este artigo propõe a elaboração de um instrumento capaz de mensurar o grau de maturidade do processo de autoavaliação institucional de Instituições de Ensino Superior (IES), tendo como base critérios do COBIT, alinhado à ferramenta PDCA.

Esta pesquisa se justifica diante da inexistência de instrumentos para se medir o grau de maturidade do processo de autoavaliação das instituições de ensino superior e da decorrente necessidade de definição de parâmetros para a elaboração de um instrumento de avaliação.

Trata-se de uma pesquisa aplicada, descritiva, qualitativa, a qual, com base em referenciais de apoio, consolidou um instrumento a partir de critérios contextuais específicos e, na sequência, legitimou-o junto a especialistas sobre o tema para verificar seu funcionamento e aderência.

Estruturou-se um instrumento que avalia princípios e diretrizes da instituição, correlacionando-os a domínios, processos, atividades, tudo isso embasado por um conjunto de componentes institucionais.

O instrumento não só permite a aferição da maturidade como também é capaz de identificar e gerenciar os processos relacionados à autoavaliação institucional a partir de um conjunto de parâmetros previamente definidos.

Como contribuições, entende-se que tal instrumento pode ser aplicado em todas as IES, possibilitando mensurar o grau de maturidade de seus processos de autoavaliação para identificarem pontos de necessidade de aperfeiçoamento, contribuindo, assim, para o alcance de seus objetivos.

This article proposes the elaboration of an instrument for measuring the maturity level of the institutional self-assessment process of Higher Education Institutions (HEI), based on the criteria of the COBIT aligned with the PDCA tool.

This research is justified in view of the lack of instruments to measure the maturity level of the self-assessment process of higher education institutions and the resulting need to define parameters for the development of an assessment instrument.

This is an applied, descriptive, qualitative research, which, based on supporting references, consolidated an instrument with specific contextual criteria and, subsequently, legitimized it with specialists about the theme to verify the instrument functioning and adherence.

An instrument was structured that evaluates the institution's principles and guidelines, correlating them to domains, processes, activities, all based on a set of institutional components.

The instrument not only allows the assessment of maturity, but is also capable of identifying and managing the processes related to institutional self-assessment based on a set of previously defined parameters.

As contributions, it is understood that such an instrument can be applied in all HEIs, making it possible to measure the maturity level of their self-assessment processes to identify points of need for improvement, thus contributing to the achievement of their objectives.
