Study goals
Presentation of a framework proposal in line with project management methodologies for planning public procurement at federal universities.
Relevance / originality
This work is relevant because it is an applied research that brings project management techniques to the context of public procurement. A structure was built and applied to support public procurement planning by a specific federal higher education institution (IFES). This model is based on project management practices and techniques.
Methodology / approach
The research is qualitative and applied, and it is also a case study. For the construction of the framework, the documentary research approach is used to study the regulations and adapt the project management techniques in the public context. In the application of the model and data collection, the triangulation of documentary research, participant observation and the workshop are used.
Main results
After the application and validation with a hiring planning team, the framework, which uses visual tools such as Canvas and Trello, and time determined for each task, made the performance of the team more dynamic and efficient, contributing to deliveries. completed within the planned deadline, criteria and scope.
Theoretical / methodological contributions
The work brings practical and methodological contributions regarding use and a framework, supported by project management techniques, so that IFES develop their purchase planning in an appropriate manner.
From a theoretical point of view, the work enriches the literature on the use and impact of project management in the public context, mainly in the construction of new tools based on this management.
Social / management contributions
Alignment and observance of institutional and federal regulations in the development of public procurement planning based on a visual model; efficiency in the development of this planning.
