Study goals
The Reference Model for the Implementation of Smart Cities (MRICI) presented by this paper aims to assist municipalities in the construction of Smart Cities that are based on ICTs.
Relevance / originality
In the literature in general, there is no model to be followed for the implementation of Smart Cities, that is, a roadmap or framework that guides managers in conducting projects from the first steps to completion.
Methodology / approach
The Smart Cities were contextualized, searches for references of models or frameworks were carried out, since then the MRICI was proposed, and to validate it, a qualitative research with the municipal managers was applied.
Main results
Alignment of managers to the proposed model, reflection on the theme, thinking in a structured way, MRICI presented itself as a standard to be followed.
Theoretical / methodological contributions
Cities have a significant tendency to become more connected, therefore, the planned use of ICTs within the reality of each municipality can become fundamental, therefore, MRICI presents itself as a base instrument for governments.
Social / management contributions
Projects of this magnitude promote access to the city through ICTs. All citizens without distinction become fundamental actors in the process.
