Study goals
The debate on the conservation of marine biodiversity has been has been expanding in Brazilian society in general, and in the academic environment in particular. The area ofexclusion of fishing in the Environmental Protection Area - EPA Costa dos Corais is evidenced as a model. However, we are talking about a community based on fishing activity, which lead us to the following question: how do fishermen perceive discursively the area offishing exclusion in the EPA Costa dos Corais? In order to conjecture on this issue, we aim to understand the discursive perception of the fishermen regarding the area ofexclusion of fishing in the EPA Costa dos Corais.
Relevance / originality
Understanding the area of exclusion of fisheries as an example in terms of preservation and conservation of maritime ecosystems and fishermen as agents of change, it is deduced that their perception influences the promulgation and replication of that. What we want to highlight is that even if fishermen are not actors with formal power, in the community and in their surroundings, they are influential agents and their actions have power. Thus, understanding the perception of fishermen is a way to bring up new insights on how to promote governance in areas of exclusion from fishing in order to make them a social practice, thus aiming at their sustainability.
Methodology / approach
The methodological procedures were supported by qualitative research, with unstructured interviews being carried out with fishermen. The research corpus consisted of interviews with fishermen. 8 (eight) interviews were carried out. The interviews were transcribed and could be analyzed. The data analysis process was inspired by the critical analysis of discourse Fairclough's (2001) when seeking to identify discursive formations. The construction of statements was a lengthy process that required reading and rereading the corpus over and over again. A priori, 13 statements were created which, when reread, resulted in seven statements which were categorized in two discursive formations.
Main results
The discursive formations were categorized as resulting from the creation of the fishing exclusion area and consequences from the creation of the fishing exclusion area. The fishermen's perception of the creation of the fishing exclusion area, can be summarized in four results, which are: sensation of manipulation, lack of malice; need for alternatives and dissatisfaction in general. When analyzing the statements, it was observed that the process of closing the area resulted in consequences that culminated in some consequences, namely: need for surveillance, rejection of research institutions and resistance to the closure of any other area.
Theoretical / methodological contributions
Starting from the understanding that the region covered by the APA Costa do Corais is a space made up of common goods, in the definition of Ostrom (1990), that is, goods that do not belong exclusively to someone, however, are enjoyed by all, questioned if not the closure of the area itself, but, the process that led to this action. Ostrom's studies of common goods in various communities around the world show that neither the privatization process nor state regulation was effective in solving environmental problems. It is believed in the need for involvement of the local actor, since for people to adopt sustainable activities, it is necessary that these are social practices, that is, they are part of their daily lives (Shove, Pantzar, & Watson, 2012) . Thus, this study contributes to highlight the application of the theories by Ostrom and Shove and their associates.
Social / management contributions
It was concluded that the fishermen were not involved in the process of creating the APA, which did not generate adherence, creating, therefore, a pejorative view about the reproduction of the process in other areas. This fact compromises the consistency and the existence of the so-called sustainable attitudes, in APA Costa dos Corais as a whole. This allusion can contribute to the understanding of new intentions of this nature, thus being able to guide decision-making on the performance in areas of environmental protection.
