Resumo

Firmamos o objetivo de identificar os problemas associados à intervenção dos Laboratórios de Inovação em Governo em países da América Latina e caracterizar as soluções projetadas a partir de suas iniciativas.

O trabalho apresenta-se como um esforço para suprir o gap por falta de suporte empírico do contexto então investigado, sendo identificado que a literatura acerca da temática ainda remanesce de esclarecimentos no campo empírico, havendo elementos que não foram empiricamente suportados.

O estudo caracteriza-se por ser qualitativo e exploratório Foram reunidos 29 projetos: 10 do LABgobar (Argentina); 13 do GNova (Brasil); e 6 do Laboratorio de Gobierno (Chile) O material foi tratado pela técnica Análise Categorial, com o auxílio do software Atlas.ti.

Os resultados alcançados destacam problemas posicionados em contextos diversificados e próprios de cada país, porém com necessidades convergentes. Na outra ponta, tal convergência se acentuando diante às características das soluções propostas e ressalta um papel de mediação destes laboratórios.

Apesar da diversificação de cenários até então identificados, as necessidades apresentadas pelos atores governamentais, desde ministérios até municípios, convergem para a imposição de conhecer melhor o problema e diagnosticá-lo.

Pudemos identificar a concepção dos laboratórios como via para experimentação de alternativas, trazendo uma flexibilidade que se opõe à determinada aversão ao risco, além de robustecer a perspectiva da inovação sob o foco no usuário e na introdução de tecnologias.

We set ourselves the goal of identifying the problems associated with the intervention of the Innovation Labs in Government in Latin American countries and characterizing the solutions designed from their initiatives.

The paper is presented as an effort to fill the gap due to the lack of empirical support of the investigated context, having identified that the literature on the topic still lacks clarification with elements that have not yet been empirically supported.

The study is characterized as qualitative and exploratory 29 projects were gathered: 10 from LABgobar (Argentina); 13 from GNova (Brazil); and 6 from Laboratorio de Gobierno (Chile) The material was treated by the Categorical Analysis technique, with help of the Atlas software

he results achieved highlight problems positioned in diversified contexts specific to each country, but with converging needs. On the other hand, such convergence is accentuated by the characteristics of the proposed solutions and highlights the mediation role of these laboratories.

Despite the diversification of scenarios identified so far, the needs presented by governmental actors, from ministries to municipalities, converge towards the imposition of better knowledge and diagnosis of the problem.

We were able to identify the labs as a form of experimentation, bringing flexibility that opposes risk aversion, and reinforcing innovation with a focus on the user and the introduction of technologies.
