Study goals
This research aims to evaluate the influence of state capacity on the relationship between smart services, sustainability, and quality of life in Brazilian municipalities.
Relevance / originality
The originality of this study lies in proposing an integrated, quantitative approach not yet explored in the literature, combining quality of life, smart services, sustainability, and state capacity. The VIES indicator offers a novel and practical contribution to strategic municipal management.
Methodology / approach
The TOPSIS method was used to synthesize data, and regression analysis examined relationships among variables Cohen's f measured the moderation strength To construct the VIES indicator, the ADRIANA multicriteria decision analysis method was applied, supporting strategic evaluation of municipal performance and governance
Main results
A positive and significant relationship was identified among sustainability, smart services, and quality of life, moderated by state capacity. Municipalities with high state capacity tend to exhibit greater resilience, social inclusion, and efficient governance.
Theoretical / methodological contributions
This study advances academic debate by integrating variables into an innovative quantitative model, offering a new perspective on the role of state capacity in promoting urban quality of life. The VIES indicator contributes methodologically by enabling municipal ranking and diagnostic assessment.
Social / management contributions
The VIES indicator can guide strategic decisions, investments, and population movements, while informing stakeholders about municipal levels of intelligence, sustainability, and governance. The research supports public policies aimed at quality of life, aligned with Goal 11 of the 2030 Agenda.
