To analyze climate change and sustainability themes in official documentary instruments of São Paulo State, identifying potential contributions and gaps for understanding the state's decarbonization agenda.
This study contributes to an integrated understanding of state climate, energy, and territorial agendas, highlighting regulatory articulations and energy transition strategies seldom explored systemically in subnational public policy literature.
A qualitative exploratory-descriptive approach is adopted using documentary research and inductive content analysis of the SEMIL-SP corpus. Categories were consolidated into four axes converging with the Center for Science for Development (CCD) Carbon Neutral Cities (IPT/FAPESP).
Results reveal a robust regulatory framework under Law No. 13,798/2009. Key vectors include biomethane (49% of gas demand in transport), the AFOLU sink (20 MtCO₂e/year), and projected financial investments of 0.25% of state GDP.
The research reinforces the integrated analysis of environmental, energy, and territorial policies, proposing an articulated reading of regulatory instruments and land-use planning, contributing to studies in climate governance and regional planning.
Findings highlight the need to strengthen operational integration among public policy instruments, guiding managers in consolidating strategies aimed at achieving net-zero emissions by 2050.
