Resumo

Objetivo do estudo

Abstract

Study purpose

To assess how Brazil’s principal federal digital transformation and artificial intelligence governance instruments incorporate change management, organizational culture, and human dimensions, and to examine the consequences of this treatment for AI adoption across the Federal Public Administration.

Relevance / originality

The study compares official instruments not previously examined together through a sociotechnical lens and reveals a mismatch between the centrality of people established in the literature and the technological priorities expressed in federal strategies, regulations, and budget allocations.

Methodology / approach

This qualitative, descriptive, and analytical study combines documentary analysis of federal instruments with public secondary data. It applies content analysis, lexicometric frequencies normalized per thousand words, classification of provisions into human and technical dimensions, and workforce profile analysis.

Main results

Across ten sets of provisions, the human dimension never exceeded 15%; in four, it was absent. Organizational change management did not appear in the documents, while the Brazilian Artificial Intelligence Plan allocated 5.0% to training and 31.2% to technological infrastructure.

Theoretical / methodological contributions

The article introduces “categorical substitution,” whereby training is treated as equivalent to change management, and provides a contextualized, reproducible quantitative measure of the imbalance between the human and technical dimensions of the instruments examined.

Social / management contributions

It recommends a dedicated culture and organizational change pillar with funding, responsibilities, and adoption indicators; including human resources units and government schools in AI governance; and expanding civil servants’ participation in the development and evaluation of solutions.
