Study goals
It aims to present and understand how the electronic process implementation projects were developed at UFRN and IFRN.
Relevance / originality
The present work is relevant, as it aims to provide contributions to the area of project management, in particular, for the application of this resource in the universe of public administration. According to the bibliographic survey obtained in this research on the area of project management in the public sphere, there is a certain lack of research dealing with PM in public educational institutions.
Methodology / approach
The research is characterized as descriptive, with a qualitative approach, based on a multiple case study involving the implementation of the tool in both institutions. The data collection instruments consist of normative documents referring to the implementation of the electronic process in public administration and to the conduct of semi-structured interviews, centered on the project management practices provided in the literature, with those responsible for the implementation of the projects in question. their respective units. The analysis of the textual corpus of the interviews, aided by the IRAMUTEQ software, enabled the creation of four classes: Product, Integration, Project Management Practices and Compliance.
Main results
The two institutions conducted their projects to implement the electronic process in an equivalent way in several aspects and had their peculiarities in other points. It is permissible to affirm that the need to adopt a sector that manages and supports the projects of the institutions (project management office) becomes imperative, like the UFRN, given the size and representativeness of the institute.
Theoretical / methodological contributions
From a theoretical perspective, the research is a contribution to fill a gap regarding multicase studies on the implementation of the electronic process in Brazil and enrichment of the literature on project management in the public sector.
Social / management contributions
Among the contributions that this research has provided, we have, from the practical point of view for the Project Management area, the identification of practices and actions that can favor the development and the implantation of new technological resources to the processes of public administration, such as the electronic protocol.
