Resumo

O objetivo desta revisão sistemática foi verificar os estudos existentes acerca da governança de projetos na administração pública.

A principal contribuição deste trabalho corresponde a ter verificado o estado da arte sobre a temática e ter encontrado que, muito embora este tema não seja tão novo, a produção sobre ele ainda é incipiente e que há um vasto campo para exploração. Além de ser o primeiro trabalho desta natureza no Brasil.

Se utilizou uma adaptação do protocolo de Tranfield, Denyer & Smart como norteador da execução da revisão, originalmente com três estágios e nove fases. Os dados foram coletados em duas bases de dados internacionais, a Scopus e a Web of Sience. Após aplicação dos critérios de inclusão e exclusão, com auxílio do software EndNote®, chegou-se a uma amostra com 13 trabalhos para análise.

Ao analisar os trabalhos da amostra sete temas emergiram, sendo eles: interface governança-gerenciamento, propriedade, estruturas de governança, práticas de governança, garantias de qualidade, desempenho e interação governança contratual-relacional.

As contribuições das pesquisas relacionadas demonstram, principalmente, que o assunto ainda é incipiente e cabe ser analisado sobre diversos ângulos. A partir deste ponto, se percebe que há lacunas, entre elas, a ausência de trabalhos que tratem da governança de projetos em diferentes tipos de organizações públicas.

The objective of this systematic review was to verify the existing studies on project governance in public administration.

The main contribution of this work is to have checked the state of the art on the subject and to find that, although this theme is not so new, the production on it is still incipient and that there is a vast field for exploration. Besides being the first work of this nature in Brazil.

An adaptation of the Tranfield, Denyer & Smart protocol was used to guide the review execution, originally with three stages and nine phases. Data were collected from two international databases, Scopus and Web of Sience. After applying the inclusion and exclusion criteria, with the aid of EndNote® software, a sample with 13 papers for analysis was reached.

By analyzing the works of the sample seven themes emerged, namely: governance-management interface, ownership, governance structures, governance practices, quality assurance, performance and contractual-relational governance interaction.

The contributions of related research show, mainly, that the subject is still incipient and can be analyzed from several angles. From this point, it is clear that there are gaps, among them, the absence of works that deal with project governance in different types of public organizations.
