Resumo

Analisar as políticas públicas voltadas ao meio ambiente nos municípios que compõem a microrregião do Vale do Sabugi no Estado da Paraíba.

O estudo realiza uma análise sistemática de políticas públicas ambientais capaz de mapear o andamento das ações ambientais dos municípios selecionados, evidenciando suas fragilidades e capacidades, bem como amplia essa observação local com as definições de legislações no âmbito federal.

Foi realizada uma busca por meio de documentos oficiais de cada cidade do Vale do Sabugi por meio eletrônico, através do portal da transparência municipal e do site da Câmara de Vereadores de cada cidade, sendo realizada uma análise documental.

O município que possui o maior escopo de leis e planos é São José do Sabugi, apesar de falhar em atualizar o seu plano de resíduos sólidos, legislou sobre temáticas abordadas nas políticas públicas ambientais federais, mesmo aquelas que não são obrigatórias.

O estudo contribui teoricamente com a identificação e o mapeamento de práticas ambientais, a partir das legislações vigentes. Bem como evidencia a sua metodologia de coleta de informações e de mapeamento das práticas legisladas nas cidades.

Socialmente, a contribuição se dá pela avaliação sistemática das políticas públicas da região investigada e sua contribuição para o alcance dos ODS, visto que as cidades pertencentes ao Vale do Sabugi na Paraíba não ocupam boas posições nos ODS 6 e 11.

Analyze public policies aimed at the environment in the municipalities that make up the Sabugi Valley microregion in the State of Paraíba.

The study conducts a systematic analysis of environmental public policies capable of mapping the progress of environmental actions in the selected municipalities, highlighting their weaknesses and capabilities, as well as expanding this local observation with the definitions of legislation at the federal.

A search was carried out through official documents from each city in the Sabugi Valley electronically, through the municipal transparency portal and the website of the City Council of each city, and a documentary analysis was carried out.

The municipality with the largest scope of laws and plans is São José do Sabugi. Despite failing to update its solid waste plan, it has legislated on topics addressed in federal environmental public policies, even those that are not mandatory.

The study contributes theoretically to the identification and mapping of environmental practices based on current legislation. It also highlights its methodology for collecting information and mapping legislated practices in cities.

The contribution is made through the systematic evaluation of public policies in the investigated region and their contribution to achieving the SDGs, given that the cities belonging to the Sabugi Valley in Paraíba do not occupy good positions in SDGs 6e11.
