Present the industrial policies adopted in Brazil from 2004 to 2016 and assess their impacts on innovative activities in the manufacturing industry.
Relevance / originality
New technological paradigms offer Brazil opportunities to revive industrial activities based on a new, sophisticated and sustainable matrix. For this process to occur, it is crucial to identify the limitations of previously implemented policies.
Methodology / approach
This is a literature review that collects data on innovation in industry The theoretical framework is based on structuralist development thinking and the systemic approach to innovation, perspectives that relate the role of different actors in the innovation process and the role.
Main results
Although these policies have shown advances in terms of financial resources and mechanisms for development and implementation, the Brazilian productive structure has remained low in sophistication, with little densification of its production chains and an increase in the presence of imported components.
Theoretical / methodological contributions
Identify the limitations of industrial policies in the period in relation to technological innovation proposals and assess whether there was a structural transformation of the national productive base.
Social / management contributions
Identify the limitations of current industrial policies and contribute to the development of innovation mechanisms that result in quality jobs, a more robust production structure, and sustainability.
