To analyze the main challenges faced in implementing public transparency internationally.
Relevance / originality
The consolidation of transparency as an institutional value still faces various obstacles. Even in contexts with advanced legal frameworks and investments in information technology, challenges persist that compromise the clarity, usability, and social reach of public data.
Methodology / approach
A systematic literature review was conducted, covering articles published between 2015 and 2024 in the Web of Science database. The search was conducted using the descriptors "Transparency x Barriers," "Public Transparency x Challenge," and "Public Transparency x Implementation."
Main results
Six categories of barriers were identified: cultural, technological, managerial, staff training, infrastructure and budget, and low social engagement. Among the most recurring challenges are cultural resistance, insufficient technical and human resources, institutional fragmentation, and limited participation.
Theoretical / methodological contributions
The contributions of this study reinforce the need for transparent governance that goes beyond formal compliance with legislation, promoting effective accountability and public engagement, and listing the main challenges in the process of implementing public transparency.
Social / management contributions
By listing the main challenges in the process of implementing public transparency, the study provides support for managers and other stakeholders to overcome these challenges.
