Study goals
To critically analyze how the State Secretariats of Science, Technology, and Innovation in Brazil formulate and present their Mission, Vision, and Values statements, identifying convergences, divergences, and potential gaps in the strategic articulation of these institutional guidelines.
Relevance / originality
This study addresses the research gap on strategic statements in the Brazilian public sector, providing a specific analysis of the SCTIs, an underexplored field, and discussing their role in institutional alignment and the creation of public value.
Methodology / approach
A qualitative approach was adopted, with documentary analysis of institutional statements available on the official websites of the SCTIs. Categorical content analysis was applied, based on strategic management theoretical frameworks, triangulating academic concepts and institutional practices.
Main results
Results show significant variations in the clarity, specificity, and alignment of MVV statements among the SCTIs. Some statements are generic and disconnected from sectoral policies, while others show greater strategic coherence and integration with institutional objectives.
Theoretical / methodological contributions
The study broadens the academic debate on strategic management in the public sector, applying and adapting classical concepts of mission, vision, and values to the Brazilian governmental context, and offers a documentary analysis method applicable to different public agencies.
Social / management contributions
The findings provide insights to improve the formulation of strategic statements in SCTIs, strengthening the alignment between public policies and institutional objectives, enhancing transparency, accountability, and the effectiveness of delivering public value to society.
