Analyze how and through which mechanisms the incorporation of the SDGs into Crato’s 2026–2029 Multi-Year Plan moved beyond nominal alignment, reaching actions, targets, indicators, cross-cutting agendas, territory, and municipal monitoring routines.
The study shifts attention from the mere presence of the SDGs to their operationalization in municipal planning, distinguishing presence, association, measurement, and monitoring, and examining the PPA action as the integration unit between the 2030 Agenda and local management.
Single, exploratory and descriptive case study using a mixed-method approach and triangulation of documents, administrative databases, and participatory records. The analysis covered 312 unique PPA actions, their SDG linkages, and evidence of measurement, territorialization, and monitoring.
Of the 312 actions analyzed, 306 (98.1%) were linked to 61 targets across 16 SDGs. Integration advanced mainly at the action level but remained uneven in measurement and monitoring, with limitations in data quality and PPA–annual budget articulation.
The study organizes SDG incorporation into four non-linear analytical situations: presence, association, measurement, and monitoring. It also distinguishes municipal localization from intra-municipal territorialization, offering a framework to examine the operational depth of the 2030 Agenda in local planning.
For management, the case shows that SDGs become useful when linked to actions, targets, and indicators used in monitoring. For social participation, it indicates that citizens’ demands can be technically translated without requiring mastery of the 2030 Agenda terminology.
