Study goals
This report aims to demonstrate the work of standardizing metrics for monitoring the physical evolution of projects under the program to improve the electricity distribution system in the metropolitan area of Asunción in Paraguay, The methodology for calculating and measuring an indicator of physical progress supports the concessionaire in its strategic decisions regarding supplies, advertising and expansion that need to be robust.
Relevance / originality
Growth programs for the energy distribution network generally have difficulties in establishing metrics for monitoring the evolution of projects due to several factors such as: differentiated contract models for each phase of the program, diversity and suppliers and execution negotiations, different requirements of funding agencies technical difficulties in project standardization, parameters and specificities for engineering projects.
The importance of monitoring metrics stems from a priority need to keep everyone interested in the implementation of a distribution network informed from senior management, board for knowledge and actions in case of need for route adjustments, funding agencies, current customers, future customers , regulatory bodies, public authorities and society in general, as it involves the expansion of a service of public interest managed through a concession.
Methodology / approach
This technical report is the result of a professional experience of living and collaborating in services for improving the electricity distribution system in the metropolitan region of Asunción-Paraguay. Where, among other activities, we should periodically report the physical progress of each project compared to the baseline agreed between the program owner and each contractor based on a timeline made and delivered by each contractor in a different way. After checking the comparison between the planned versus the executed of each distinct project, we should compose a unique indicator of the program's progress, giving the necessary visibility to the client and funding agencies through reports and meetings to monitor the program's progress with deviations from the plan. noticed in the period. Our role then was to establish measurable, feasible and simple metrics for common understanding, where we use the methodology of weighted weights for each delivery recognized during the term of the contract
