Qualitative approach based on technical visits, direct observation, and document analysis of Portuguese ICTs, triangulating empirical data, institutional records, and theoretical frameworks to understand internationalization policies and practices.

Four central categories were identified: funding models, cooperation strategies, internationalization infrastructure, and academic integration, showing the interdependence between resources, partnerships, institutional structures, and reception practices to strengthen international mobility.
Theoretical / methodological contributions
The study advances theoretical understanding of ICT internationalization by integrating institutional analysis, funding, and academic cooperation, and methodologically by articulating direct observation with document analysis.
